Mend Collaborative, participating in a team lead by TenxTen, provided services focused on access and circulation in the development of the plan.

The significance of access and circulation was amplified by the forthcoming light rail station at 21st Street, adjacent to Cedar Lake. This station will be the most transit-accessible location in the Chain of Lakes, providing convenient access to communities across the Twin Cities that previously faced challenges in reaching this important park space and its various programs.

Our recommendations included the following:

• Enhancing overall circulation to maximize the benefits of transit access, particularly for pedestrians and cyclists.

• Creating new trail connections between the lakes along the Kenilworth Channel.

• Reclaiming public space that had been semi-privatized to establish a complete trail loop encircling Cedar Lake.

• Implementing a two-way cycle traffic system around Lake of the Isles.

• Formalizing a network of natural trails adjacent to Cedar Lake.

• Improving intersections to ensure safer access to the Lakes and the Midtown Greenway.

By implementing these recommendations, we aim to improve the accessibility, connectivity, and safety of Cedar Lake and Lake of the Isles park spaces, providing an enhanced experience for visitors while promoting active transportation and preserving the natural beauty and water quality of these beloved areas.
